Causes of action available to the civilian population of the United States are not always available to members of the U.S. Armed Forces. Following what is known as the Feres doctrine, federal courts have routinely dismissed service members’ claims against the government under the Federal Tort Claims Act because the "government is not liable…for injuries to servicemen where the injuries arise out of or are in the course of activity incident to service." Feres v. United States, 340 U.S. 135 (1950).
