The new information is concerned with a recent bill approved by the Colorado House of Representatives. House Bill 1147 would require children between the ages of 2 - 17 to "wear helmets when using any nonmotorized apparatus with wheels that is not being pulled." The hope, of course, is to limit the number of emergency brain injury treatments necessary due to accidents and injuries while not wearing a helmet. Additionally, it would require the state to work with school districts and other organizations to create educational resources about how to safely ride on streets. Finally, the bill would require that the state also work with community groups and programs to put the information into effect within their community.

If passed, Colorado will be the 23 state, including the District of Columbia to require children to wear a helmet while riding a bicycle. Currently, close to 200 local laws exist in other states requiring similar measures.

Fort Collins Democratic Rep. John Kefalas, one of the champions of the bill, cited a study from the Child Safety Network which estimates that governments could save $110 per year on medical expenses for every helmet worn. Kefalas's estimation for Colorado's population younger than 18 puts the savings for the state at $1 million per month on medical expenses if every child wore a helmet. These numbers do not take into account the amount of compensation awarded from a traumatic brain injury lawsuit; rather these costs are only associated with standard medical expenses.
