ICF Consulting is Pleased to Announce the Hire of Ellen Glover

WASHINGTON, DC — ICF Consulting announced today that Ellen D. Glover has joined the firm as Executive Vice President. Ms. Glover will lead a newly formed unit, which includes the firm’s Information Technology (IT), Program Management, and Human Capital services. Ms. Glover has 25 years of professional experience in information technology in the U.S. Federal Government market.

Prior to joining ICF Consulting, Ms. Glover was Vice President and General Manager of Dynamics Research (DRC), a professional and technical services contractor to the federal and state markets. Ms. Glover joined DRC through its acquisition of Impact Innovations Group (IIG). As President of IIG, Ms Glover grew its federal division 56 percent in revenue within two years. From 1994 to 2002, Ms. Glover served as President and Chief Operating Officer of Advanced Technology Systems (ATS), a provider of IT services to U.S. Department of Defense and civilian agencies. During her leadership, ATS increased profitability by 150 percent and quadrupled its revenue.

Ms. Glover currently chairs the Industry Advisory Council (IAC), a broad member-based organization that brings industry and government executives together to exchange information, support professional development, improve communications and understanding, solve issues, and build partnership and trust. In 2001, she received the Federal 100 Eagle Award for her efforts to improve communication between government and industry. Ms Glover has been a Chair of the Executive Leadership Conference and has served on the boards of the Information Technology Association of America (ITAA), Women in Technology, and the Tower Club. Ms. Glover holds B.A. and M.S. degrees from the University of Pittsburgh.
