Portugal has a small pharmaceutical market, valued at US$4.1 billion, growing at an annual rate of 8.0%. Foreign manufacturers lead the market, although leading national producers include Hovione, Bial and Medinfar. The generic sector has considerably grown between January 2003 and September 2004, currently accounting for 7.9% of the pharmacy market value. Ratiopharm leads this sector, accounting for 32% of the total.

Pharmaceutical marketing applications (MA) considerably increased in 2003, of which around 60.1%, equal to 633, were undertaken via the national procedure. Granted MA applications via the national procedure accounted for over half of the total in 2003, equal to 434. Post-market surveillance has also increased in Portugal, with four regional pharmacovigilance centres working in parallel to a national centre since 2001. One of the main concerns, however, is how slow INFARMED is when processing applications.

The new reference price system (SPR - Sistema de Preos de Referncia) and prescription of medicines by ICD (International Common Denomination) were established in Portugal, by decrees published in December 2002. Since April 2004, reference prices and their respective homogenous groups need to be approved/updated every three months. In 2003 and 2004, packaging and labelling requirements were brought in line with the SPR.
