Artee J. Milligan is Executive Director of Metropolitan/Delta Adult Literacy Council (M/DALC). M/DALC is a 20 year adult literacy provider. In this capacity, Mr. Milligan works with state and federal education organizations and the private sector to provide educational and job training services to individuals who lack basic skills.

Mr. Milligan’s professional career spans over 29 years of business experience in the banking, chemical, energy, and consulting industry.

Originally from Baton Rouge, Louisiana, Artee Milligan moved to DC in 1994. He obtained his BS in Accounting from Louisiana State University and received his management development training at the Darden School of Business (University of Virginia).
