Charles L. Ciancio Announces Rest In Peace Rural America

Ciancio’s self-published exposé, Rest In Peace Rural America, uncovers misguided laws and regulations that the author has seen in his forty years of experience with rural community regulatory problems. “I saw some things not being said that needed to be said; so, I started writing the book based on my real life and work experiences. As the book progressed, I was able to connect a lot of dots that allowed me to see some things more clearly and to see some things I had simply been missing.”
A part of Forestry in northern California, Mr. Ciancio has witnessed firsthand how misguided laws and regulations have been put upon those residing and working in rural areas. He points out how an un-elected Fourth Branch of Government uses its authority to hamper those within its legal authority.
“I came across more and more unjustified actions that were damaging species, the environment, and humans.” He points out a fire that was started in July of 2001. “A fire was sparked in the Okanogan National Forest in central Washington State. A helicopter had been dispatched to drop water from the Chewuch River onto the fire, but the fire crew was informed that the river contained endangered fish, and it was against imposed regulations to use the water. The fire manager and a biologist had to schedule a meeting with the District to get approval to use the protected water. The exemption was not approved for six hours. By that time, the fire was out of control, overwhelming firefighters and taking four firefighters’ lives. On account of an idiotic regulation drummed up by a Fourth Branch of Government, firefighters were put at risk and human lives were made no more important than the smallest species. Regulators and biologists are defensive and protective when it comes to wild species, and they routinely push the protection of humans under the table.”
Mr. Ciancio relates numerous firsthand accounts of situations and court rulings, primarily in the West Coast states. Included in his writings: Humboldt County in California charging a man $750 in permit fees to remove a few dead logs and other fire fuel from his own land; a helicopter pilot ordered to appear before a U.S. Magistrate for flushing a bevy of protected birds while watching for injured runners during a marathon at Big Sur; hatchery fish being electrocuted or clubbed to death only because they were farm raised. “The potential for the Department of Interior showing up to do things on your property without your permission is very real.”
