Critical time in global climate change negotiations – things are really hotting up!

Will the UK’s Stern Report on the economics of climate change make a difference to political opinion in key countries such as USA, Australia, China and India?

How is public opinion changing – will governments reflect that change in their policies? For example, is Australia now encountering the worst drought for 1000 years – is this a consequence of climate change? What will the US Presidents Bush’s Republican party losses in the mid-term elections mean? – state level action on climate change has been very noticeable in Democrat controlled states.

Negotiations on climate change have reached a critical stage as time is now running out to stop irreversible climate change. These negotiations are being conducted in Nairobi, Kenya and are likely to reach a conclusion at the end of next week (see background below).

Ultimately, the key questions that need an answer are:

• Can the world agree to cap carbon emissions and keep the earth’s increase in atmospheric temperature below a two degree Celsius rise and avert catastrophic climate change?

• If it can, will they be able to agree on how to allocate the targets between countries?
